Las Cortes Project

The Las Cortes project is the demolition and replacement of 260 public housing units.  On September 18, 2012, the Housing Authority Board of Commissioners authorized the Housing Director to execute a Development Agreement (“Agreement”) with Urban Housing Communities (UHC) for the public housing site, commonly known as The Courts, consisting of approximately 25 acres south of Camino Del Sol, east of Marquita Street, west of Rose Avenue and north of First Street.
In 2018, UHC’s The Courts (Phase I) consisting of 142 replacement units (not including two manager units) as well as a community center and laundry facilities was completed in five stages.  The final units were released for occupancy on December 21, 2018.  The North/East portion of the project is bounded by Amelia Court and Marquita Street.
UHC”s The Courts (Phase II) of the project was to consist of 129 replacement units. However; this phase was never constructed.  On April 15, 2025, the City Council and the Oxnard Housing Authority’s (OHA) Board of Commissioners approved the request to enter into a settlement agreement with UHC relative to Phase II. In July 2025, the OHA regained control of the vacant property and plans on developing a plan for construction of affordable housing on the property.
